WASHINGTON (AP) — Nearly 6 million Americans — most of them in the middle class — will face a tax penalty for not carrying medical coverage once President Barack Obama's health care overhaul law is fully in place, congressional budget analysts said Wednesday.
The new estimate amounts to an inconvenient fact for the administration, a reminder of what critics see as broken promises.
The numbers from the nonpartisan Congressional Budget Office are significantly higher than a previous projection by the same office in 2010, shortly after the law passed.
The earlier estimate found 4 million people would be affected in 2016, when the penalty is fully in effect. The difference — 2 million people— represents a 50 percent increase.
That's still only a sliver of the population, given that more than 150 million people currently are covered by employer plans. Nonetheless, in his first campaign for the White House, Obama pledged not to raise taxes on individuals making less than $200,000 a year and couples making less than $250,000.

ReasonTV Democrat Debt Solutions Tax the Rich, Spend More Money
A look into the hearts of Democrat delegates at the Democratic National Convention.
As the national debt finally passes the $16 trillion mark, are Democrats serious about addressing deficit spending?
Several Democratic delegates and supporters that Reason TV spoke with at the 2012 Democratic National Convention said that Democrats care deeply about the debt, but when it came to offering solutions, they said that serious reductions in government spending would actually be counterproductice. Instead, many suggested increasing public works spending to stimulate job growth, despite the fact that President Obama's first stimulus still hasn't moved the economy above 8 percent unemployment.
They also defended Obama's proposal to raise taxes on anyone earning more than $200,000 a year, even though this won't even come close to closing the annual budget deficit.

Does Richard Carmona Agree With The Supreme Court That The Individual Mandate Is A Tax?
PHOENIX — Two years after Democrat Richard Carmona voiced his support for President Barack Obama’s massive healthcare bill, the Supreme Court ruled the individual mandate is a tax.
Democrats including White House Chief Staff Jacob Lew and House Minority Leader Nancy Pelosi were quick to praise the ruling, yet they’re claiming the individual mandate is not a tax.

CHRIS WALLACE:"But according to the Supreme Court, this is going to raise taxes for those families.”
WHITE HOUSE COS JACOB LEW:"No, that’s not what the Supreme Court said. What the Supreme Court said was this was constitutional, they said it didn’t matter what Congress called it. There’s a penalty for the one percent who choose not to buy insurance.”
CHRIS WALLACE:"No, wait a minute sir. Mr. Lew, they called it a tax.”
"Arizonans deserve a simple answer to a simple question – does Democrat Richard Carmona believe ObamaCare is an unconstitutional mandate or does he agree that it’s a massive tax on the middle class,” said Arizona Republican Party spokesman Tim Sifert.

RICHARD CARMONA SUPPORTED OBAMACARE & THE INDIVIDUAL MANDATE
In September 2009, Carmona Said Health Care Reform Was Essential To Contain Escalating Costs."Before the members of the public spoke, former U.S. Surgeon General and Tucson resident Dr. Richard Carmona told the crowd that health-care reform is essential to contain escalating costs and to change a system that focuses on ‘sick care’ rather than health. He added that he’s been disappointed at how many of the forums on national reform have devolved into shouting matches.” (Stephanie Innes,"Crowd Attentive, At Times Rowdy,” Arizona Daily Star, 9/1/09)
In March 2010, Carmona Announced Support For ObamaCare, Stating"We Need To Move Toward A Health Care System, Not The Sick Care System That We Have Today. This Legislation Moves Us Closer To That. This Bill Is Not Perfect. But These Are Complex Issues And We Must Move Forward.”"Carmona served as the 17th surgeon general of the United States under President George W. Bush. Last year, he participated in series of health care town halls that the congresswoman held in Tucson, Sierra Vista and Green Valley. ‘The issue facing our country is how do we get the best care for the most people at the least cost,’ Carmona said. ‘We spend more for health care than any other nation on Earth, but the metrics of our results don’t reflect that. We need to move toward a health care system, not the sick care system that we have today. This legislation moves us closer to that. This bill is not perfect. But these are complex issues and we must move forward. And then I hope we can sit down with level heads and make it even better for the benefit of the American people.’” (“U.S. Rep. WHICH THE SUPREME COURT HAS DECLARED AS A TAX ON MIDDLE CLASS FAMILIES

SUPREME COURT:"...the shared responsibility payment may for constitutional purposes be considered a tax... read as imposing a tax on those who go without insurance.” (Supreme Court Of The United States Syllabus, National Federation Of Independent Business Et Al. V. Sebelius, Secretary Of Health And Human Services, Et Al., 6/28/12)

Obama Senior Adviser Dodges ObamaCare Tax Question
David Axelrod dodges Matt Lauer’s question on whether or not Obamacare is indeed a tax.
On The Today Show, Obama Senior Adviser Dodges ObamaCare Tax Question. NBC’s MATT LAUER:"The good news is the Supreme Court said the mandates are constitutional. the bad news is they say they are a tax. back in 2009 the president adamantly denied that health care reform ways going to be a tax on the american people. does he now agree this legislation, this law is a tax.” DAVID AXELROD:"Whatever you call it, matt, whether a mandate or tax, what it is is a penalty on the very few americans who don't -- who can afford health care, don't pay for it, end up in our emergency rooms getting free care and we all pay for it in the form of premiums.” LAUER:"Whatever you call it is important. In an election year and coming out of a recession if it's called a tax, it's going to hurt.” (NBC’s Today Show, 6/29/12)
